Hiram City Council: Pawnshop Moratorium Upheld Until Dec. 30

The following is a summary of the Regular Session Hiram City Council Meeting from Tuesday, Nov. 12. 

The Public Hearing for November 12, 2013 of the City of Hiram was called to order by Mayor Doris A. Devey at 6:30 pm in the Hiram Community Center. 
 
Public Hearing attendees: Mayor Doris Devey, Mayor Pro Tem Derrick Battle, Councilperson Teresa Philyaw, Councilperson Prather Rollins, Councilperson Earlene Graham, Councilperson Kathy Bookout, Robbie Rokovitz, Kelly Hundley, Jody Palmer, Cynthia Geyer, Chief VandeZande, Jason James, Carmen Rollins, Paul Burleson, Kathy Carter, Helene Fitzgerald, Geoffrey Gillespie, Kevin Volk, Brandon Johnson, Toni Treadway, Linda Verscharen, Sandy Kaecher, Jim Black, Pastor McGrady, Kathie Stancil, Pamela Crosswhite, Susan Adams, Hunter Crosswhite, Nicholas Adams, Joseph Gullett, Heather Corn 
 
 Pastor Cliff McGrady, New Unity Christian Fellowship presented the invocation.

Pledge of Allegiance. 
 The City of Hiram, Georgia held a public hearing to consider a Special Use Permit Application submitted by Check into Cash of Georgia, for a title pawn shop in a B-2 (highway business) district. 
Property is located in land lot 593, District 19, Section 2; north side of Wendy Bagwell Parkway (aka US 278) east of Greenfield Road – 5337 Wendy Bagwell Parkway, Suite 111. 
 Mr. Geoffrey Gillespie, Check into Cash, was present and answered questions that the Council had about the business and the location for the business. 
 Public Hearing was adjourned. Mayor Devey called the Regular Session to order at 6:40 p.m. 
 Linda Verscharen, Executive Director for Family Alliance of Paulding provided the Mayor and Council an update on the mission and programs of the Family Alliance Center. 
 Approved the October 1, 2013 Work Session Minutes, October 1, 2013 Regular Session Minutes; 
October 8, 2013 Special Session Minutes, October 29, 2013 Work Session Minutes. 
 Mr. Hundley recommended an extension on the Moratorium for accepting and processing Pawnshop Applications until December 30, 2013 to allow for a review of the amended Pawnshop ordinance at a Work Session to be scheduled. 
 Council voted to extend the Moratorium on Pawnshop Applications until December 30, 2013. 
 Council voted to defer a decision on the Special Use Permit until Mayor and Council with the aid of Staff to assess the potential impact of so many densely located establishments until December 10, 2013. 
 Adopted City of Hiram Resolution 2013-17 to approve and support the submission of the 2014 ARC LCI Grant Application. 
 Adopted an amendment to the City of Hiram Employee Handbook in order to include a Safety Policy. 
 Authorized Change Order 4 for the Powder Springs ST & Seaboard Avenue Street Improvement Project with C&L Contractors for the amount of $18,984.54. 
 Authorized the setting of the Water Service Disconnect/Reconnect fee at $50 for same-day service before 4:30 p.m. and $75 for after 4:30 p.m. Also, a Fee of $10 is authorized when a Disconnect Notice is issued. 
 Established the temporary fees until the end of December 2013 to $225.00 including the cleaning fee for the 855 Building and the Community Center. For the Small room at the 855 Building, it is $100.and for the large room, it will be $125 and this does include the cleaning fee. Any Additional hours will be charged at $20 per hour. 
 Moved the December 3, 2013 Regular Session Council Meeting to Tuesday, December 10, 2013. 
 No Visitor Business. 
 Department Heads presented updates on projects, issues and training. 
 Regular Session was Adjourned.
